govern, then give us bread," demanded the worker Pestov. "Otherwise,
go to hell [and] give us the old 'exploited' life!" Should the crisis not
be alleviated promptly, the community was prepared to engage in collective
action. "The workers have been abandoned, the whole population has been
abandoned," concluded Pestov's colleague, Mukhina. "If we're not
given bread, then we'll march on the Soviets."
One point bears emphasizing about most assemblies that
took place at this time: a widespread complaint was that the party was
violating the implicit contract that governed its relationship with the shop
floor. After all the sacrifices that the workers made to bring down the old
regime and to defend and strengthen Soviet power, how could the party now
confront them with the prospect of starvation? Did it regard the workers as
mere "beasts of burden"? Had not the October Revolution
been about securing dignity and respect, no less than bread? The sense of
injustice— indeed, of betrayal—experienced on shop floors was no less profound
than the pangs of hunger that provoked it.
