The witness claimed he hadn't seen the man before. Используем Past Perfect, потому что есть предлог before, который указывает, что действие произошло раньше.
I was having a shower when the phone rang. Используем Past Progressive, т.к. действие происходило в определенный момент в прошлом, а именно тогда, когда зазвонил телефон.
