The witness claimed he hadn't seen the man before. (Past Perfect, т.к. одно действие было совершено еще до наступления другого события в прошлом: "Свидетель заявил, что не видел этого человека раньше" (т.е. до того момента, когда давал показания))
I was having a shower when the phone rang. (Past Continuous, т.к. действие было в процессе, когда произошло другое: "Я принимал душ, когда зазвонил телефон")

The witness claimed he hadn't seen the man before. Используем Past Perfect, потому что есть предлог before, который указывает, что действие произошло раньше.
I was having a shower when the phone rang. Используем Past Progressive, т.к. действие происходило в определенный момент в прошлом, а именно тогда, когда зазвонил телефон.
