Просто.В past continuous действие происходила в определенный момент в прошлом.

Past Perfect - had + смысловой глагол в III форме - обозначает, что К определенному моменту в прошлом действие уже закончилось (Когда я пришла домой, мама уже приготовила ужин)
Past Continuous - was или were + смысловой глагол с окончанием ing - обозначает, что действие происходит В определенный момент в прошлом (Когда я пришла домой, мама готовила ужин)
